Charles Schmeiser is an operative of the CIA. It is revealed that he is "Emilio", and that he was one who orchestrated the whole mission from the very beginning. In order to cover his own tracks, he successfully pinned the blame on Senator Viggo Hach, stating that he was "Emilio".
