Colonel Jackson was the leader of Dead Cell and the husband of Helena Dolph Jackson, otherwise known as Fortune.
Jackson was found guilty of corruption charges and misappropriation of government funds. Despite the claims of his innocence from the members of Dead Cell, Jackson was imprisoned. Jackson died of exhaustion while serving out his sentence. This in turn changed Dead Cell into a rogue terrorist unit. It is later revealed that he had done no crime. The Patriots arranged his arrest to manipulate Fortune and the rest of Dead Cell into becoming out of control. (or, according to Vamp, justify wiping out Dead Cell regardless of whether they actually did commit terrorist acts or not).[1]
