In 1970, the DCI instigated the San Hieronymo Incident by ordering the FOX unit, under Gene's command, to "steal" their top-secret weapon from a convoy and pretend to defect to the Soviet Union. By handing over Metal Gear to the Red Army, the Cold War would be prolonged, thus maintaining the CIA's power and influence.
When Gene decided to launch a nuclear strike at Virginia, USA, the DCI was to be taken to the shelter underneath the CIA's headquarters. As the DCI and the bodyguards made their way to the shelter, they were confronted by Ocelot, at which point the bodyguards went for their weapons.
After Ocelot identified himself as ADAM, the DCI recognized him as an agent of the Philosophers. This put the bodyguards at ease. After the DCI confirmed he had documents related to the Philosophers and the Philosophers' Legacy, Ocelot shot and killed the bodyguards in a second with his Colt Single Action Army Revolver and executed the DCI shortly after.
