Kenneth Baker was the former president of ArmsTech, one of the leading manufacturers in the arms industry, during the time of the Shadow Moses Incident.

In the early 2000s, Baker's company initiated the development of Metal Gear REX, for the purpose of recovering financial losses that ArmsTech had previously suffered, due in part to losing contracts to rival companies, and a reduction in spending for the Strategic Defense Initiative. He bribed the DARPA Chief Donald Anderson to support the project (or as he put it, did his part in the Military-Industrial Complex) and pushed to have it be developed as a black project. According to In the Darkness of Shadow Moses: The Unofficial Truth, for several years, regular payments in the tens of thousands of dollars had been made to the cooperate account of a dummy company for which Anderson’s wife ostensibly acted as a consultant. During REX's development, he kept the classified documents relating to the Metal Gear project in his personal files. In addition, he also had his personal files locked under at least three levels of security so as to ensure that hackers don't attempt to find them.[2] He also was aware of the late FOXHOUND chief medic Dr. Clark's Genome Therapy/Cyborg Ninja projects.
Shadow Moses Incident

In February 2005, Baker and Anderson visited the nuclear weapons disposal facility on Shadow Moses Island, where REX was being developed, for a railgun testing exercise. However, Baker was taken hostage during FOXHOUND's armed revolt. He was resistant to Psycho Mantis's mind reading abilities due to cranial implants that he and Donald Anderson had received.
During his captivity, he hid the optical disk containing REX's test data and gave the PAL card to Meryl Silverburgh, a fellow prisoner. He was tortured by Revolver Ocelot, and his right arm was broken during the interrogation. Because he wasn't trained on how to handle physical torture, he ended up divulging his PAL code for the activation of Metal Gear REX. Upon being located by Solid Snake, Baker was wired to C4 explosives, but was released by the Cyborg Ninja, who also later cut off Ocelot's right arm. He also recognized the Cyborg Ninja outfit.
After giving Snake all the information he knew about REX, as well as hinted that it would utilize newly invented stealth nukes as its arsenal and using its rail gun as its delivery system, Baker ultimately died due to exposure to the FOXDIE virus within Snake. He implied in his death throes that he had knowledge of FOXDIE, and what the Pentagon planned to do with it (although unaware that they would actually go through with it).[3]

Kenneth Baker (ケネス・ベイカー Kenesu Beikā?) is a character who appears in Metal Gear Solid. After Snake realizes that Baker is referring to bribes when he describes what a black project is, Baker mentions that he prefers to refer to it as "good business." The dialogue was altered in the remake, The Twin Snakes, to be a reference to the military-industrial complex.
A "ghost" of Baker, based on his face portrait, will apparate in a photograph taken of the electric floor generator, on the second floor basement of the warhead storage building.
