Millard was a cyborg commander of both Desperado Enforcement LLC. and World Marshal Inc. His cyborg serial code was 573 52221 2617.

Biography[]

Early life[]

At some point during the late 2000s and the early 2010s, Millard ended up experimented on by the Patriots, resulting in him becoming a cyborg. His left arm, in particular, was replaced with a cybernetic one, containing data from the Patriots. Although his ethnicity was African-American, Millard's cyborg body was given Caucasian features to cut down on costs.[1]

After the Patriots' fall, he ended up joining both Desperado Enforcement LLC. and World Marshal Inc., eventually rising up the ranks.

In 2018, Millard, alongside a unit composed of three armored cyborgs (including himself) and two Mastiff UGs, were tasked to patrol the rooftops Japanese Garden area of of World Marshal Inc.'s Headquarters building's upper floors. Raiden eventually wiped him and his unit out, also taking Millard's arm for himself.

Millard is a character in Metal Gear Rising: Revengeance, as well as one of thirty cyborgs to contain retrievable left arms in the game. He acted as the sixth cyborg commander in Chapter R-04, patrolling the rooftops of the Japanese garden.
