The Original Outer Heaven was created by Big Boss in 1971. Outer Heaven was later taken down by Solid Snake and it was soon disbanded. Five Years after the Big Shell Incident, a newly formed Outer Heaven was created in respects of Big Boss's idealogies by Liquid Ocelot to create the most powerful army the world has ever seen. This army would even step up against America's army in respects. The army would be made up of five PMCs, or Private Military Companies:
