Sergei Gurlukovich was born and raised in Snezhinsk, formerly known as Chelyabinsk-70. Former Head of Spetznaz. Col. Sergei Gurlukovich became the leader of the Gurlukovich Mercenaries, a heavily armed group of Russian militia. During the Cold War, Sergei served in Spetznaz and worked within GRU where he met Revolver Ocelot.
With the end of the Soviet Union, Gurlukovich brought together former Russian soldiers who had nowhere left to go, forming a mercenary army of at least a thousand strong. Carrying an utmost sense of patriotism to his country, Gurlukovich's ultimate ambitions were to restore 'Mother Russia' to her former glory. Sometime before Shadow Moses, Sergei talked with Liquid Snake via Ocelot with the intention of joining in on Liquid's uprising.
Hungry for the power that Metal Gear REX would offer him, Gurlukovich gave a Hind-D gunship to Liquid as a down payment for data on the REX project. Liquid however, disliked Gurlukovich, calling him more of a politician than a warrior. In addition, Liquid arranged for Gurlukovich's troops to ally themselves with the Genome Army, but this plan was ruined when Solid Snake destroyed REX.
Two years later, Gurlukovich heard word about a new Metal Gear being scheduled for transport via the Hudson River. His troops later seized the oil tanker which was transporting the Metal Gear, with Gurlukovich personally joining the mission along with his daughter Olga and Ocelot. Unfortunately for Gurlukovich, Ocelot betrays him, killing him and commandeering Metal Gear RAY.
