This agent was a member of Cipher's strike force, XOF. He was present at Lamar Khaate Palace with the orders to kill a CIA agent because he stumbled upon sensitive information relating to XOF. He also had a four-man search team and a transport truck driver search for the agent, all colluding with XOF. He had also been involved in the capture of an observation post to the north of Lamar Khaate Palace, which likewise resulted in him figuring out the CIA agent's location.

Behind the scenes

The XOF agent was a major character in Mission 32: To Know Too Much. He was the subject of a mission task, "Extract the Soviet soldier planning to execute the CIA agent." Doing so will lead to an expanded post-credits debriefing that reveals that XOF was still active despite Skull Face's death.[1] Also, the agent will be recruited into Diamond Dogs after being released from the brig.

If the XOF agent is interrogated, he will claim to be a Soviet soldier.[2]
